Public institution which are government structures, if they do not do the work properly what should the citizens do to see that these institution do the work.

I will give the authority of zesco to see that we are together, if for instance someone feels that zesco is not doing the work as it should , cause eg.

Painting our homes yellow and blue. And that you want zesco to paint your home black and green, you should go to the agency which regulate how zesco conduct it's services, and see if they follow registrations set by the agency.

If also you feel that the agency which regulate zesco didn't act as you expected them to do, you can file a complete to supreme court for judicial review, and it's has the right as the court to see that your complaint is looked into , nor your matter is not necessary for review.

A citizen and other boards should always do the right thing, always look on the laws that govern the institution that you need to complain about, and then go to the media, only when your effort is tried and you are not happy.

As a citizen you will promote good image of your community and the society were you are coming from, for you the world will paint our country blue, cause of your act against lawless .
